Dragstrip track to cost $5.2M
Venture bids $1 million for street resurfacing; grants aid runway update

In May, the City signed an amendment to its agreement with Bartlett & West to move forward with 100% design on the dragstrip. The council will now consider Amendment No. 2 for the complete demolition of the old dragstrip, followed by grading and reconstruction.

The Great Bend City Council will meet at 6:30 p.m. Monday, July 21, at City Hall. The meeting will be livestreamed for the public to view on the Facebook page, www.facebook.com/cityofgreatbend. The City is also on Instagram; follow @cityofgreatbend.

The agenda includes approving a guaranteed maximum price on the Sunflower Rod and Custom Association (SRCA) dragstrip reconstruction for $5,205,405.

In May, the City signed an amendment to its agreement with Bartlett & West to move forward with 100% design on the dragstrip. The council will now consider Amendment No. 2 for the complete demolition of the old dragstrip, followed by grading and reconstruction. 

The council will see the Guaranteed Maximum Price (GMP) proposal that shows the full breakdown of costs for general requirements and construction. The costs include demolition/grading, timing system removal and installation, dragstrip paving, crash walls and an allowance for tower reconstruction, moving the track start line 300 feet to the west.

The GMP includes design and construction contingency.


Street repairs

Also on the agenda is a $1 million asphalt resurfacing contract for the 2025 Financial Year. Venture Corporation submitted the only bid for $1,017,213 and the administration recommends approving it so work can start at the end of next week. Funding will come from the quarter-cent sales tax.

The intent for this resurfacing project is to get a high-volume street, 24th Street, and then make an effort to prioritize residential streets Broadway, 19th Street and Morton Street. Assistant City Engineer Hitha Kadiyala will report.


Airport

Additional items on the agenda pertain to the Great Bend Municipal Airport.

First is renewal of the Fixed Base Operator (FBO) agreement with Coulson Aviation LLC. The current agreement expires at the end of the month and Airport Manager Martin Miller recommends the City’s approval of a new five-year agreement.

Next, Miller will recommend the City’s approval of two Kansas Department of Transportation (KDOT) Aviation grant offers for the Runway 17/35 Rehabilitation and 11/29 Design projects, as well as the construction contract with American Road Maintenance for $493,415.

The primary runway is 17/35, a north-south runway, with the “17” indicating the magnetic direction of 170 degrees (south) and the “35” indicating the opposite direction of 350 degrees (north). The runway is 7,852 feet long and 100 feet wide.

Runway 11/29 is a secondary, crosswind runway that is 4,706 feet long and 75 feet wide.

Approval of the construction contract will allow the Federal Aviation Administration to initiate its grant offer for the 17/35 rehabilitation.
