K-4 PROJECT START DATE ANNOUNCED

HOISINGTON – The remove-and-replace pavement project on K-4 in Hoisington is scheduled to begin on March 31, Hoisington city officials announced Wednesday afternoon.

At a 1 p.m. public meeting on Wednesday in the council meeting room of Hoisington City Hall, Hoisington City Manager Jonathan Mitchell told those attending that once started, the project will last approximately 100 days, barring weather interruptions. “Assuming the weather is great, it will be done by early to mid-August,” he noted. 

The meeting included representatives from the Kansas Department of Transportation; the engineering firm of Kiram-Michael and Morgan Brothers Construction of La Crosse, as general contractor; Hoisington city council and staff. Approximately 20 Hoisington residents were also in attendance with questions about the project.

Mitchell noted that the city’s current water main replacement is to be finished in mid-April, but it will not conflict with the pavement replacement.

The project spans from the west side of Center Street to the north entrance of Cardinal Pharmacy just shy of Main Street in Hoisington. 

Mitchell noted that traffic will still flow east and west throughout the duration of the project but will inconvenience residents facing the highway along the project span.

Additionally, traffic will not be able to cross the highway at the Center, Clay and Court Street intersections.

USD 431 Superintendent Patrick Crowdis noted that the project will possibly impact some bus stops and routes to and from Hoisington Middle School and will be announcing changes as necessary.

The project will begin with curb and gutter replacement followed by installation or replacement of sidewalks in the affected area and then proceed to the pavement replacement in three phases.

The first phase of the pavement replacement concerns the north side 16 feet of roadway, Mitchell said. “When they are doing the north third, everyone residing on that north third will be blocked off the whole time. So, for six weeks you won’t be able to access the front of your home by driveway,” he said.

Once the north side is done, the same will occur for the south 16 feet of the roadway, impacting driveways of residents on the south.

The third phase will involve the 8-foot section of pavement in the center of the roadway.

Each phase is expected to last approximately six weeks, excluding inclement weather events. At the meeting, KDOT area engineer Michelle Burnett noted that door hangers would be placed on residents’ houses approximately one week before the project would begin in their area.

Morgan Brothers Construction, La Crosse, as general contractor, has also been tasked with notifying residents prior to beginning work in affected areas. Stutzman Refuse Disposal (SRD) is asking residents to haul their waste containers to the nearest north or south street on their regular trash and recycling days (Please do not place containers on Center Street north of the highway). If a resident is unable to move their trash cans to the north/south street, please contact the city office to work with SRD to coordinate a carryout service.
