Stafford County Commission approves motor grader purchase

ST. JOHN —The Stafford County Board of County Commissioners met on Wednesday, Oct. 30, in the Commission Room in the Annex. These are the unapproved minutes.

Commissioner Wycoff called the meeting to order at 8:30 a.m. Present: Todd Wycoff, Jim Stanford, and Bryce Garner.

Phillip Nusser and Trent Harman, Road & Bridge, presented road crossing permit 2024-1030 for Kansas Water Users Association to install a 10” water line located at the intersection of NE 80th St and NE 90th Ave. Commissioner Garner moved and Commissioner Stanford seconded, to approve permit 2024-1030. Motion carried 3-0.

Phillip also presented information regarding a new software program through iWorq to track Road & Bridge jobs, signage, and inventory. This software will allow the department to track much more detailed information than the current software does. The total cost of the new software will be $11,600 which includes the annual subscription fee of $7,000 which is what the fee will be going forward. Commissioner Garner moved, and Commissioner Stanford seconded, to approve the purchase of the iWorq Service Software. Motion carried 3-0.

A bid from Foley Equipment for a Caterpillar 140JOY-BR Motor Grader was presented. Discussion was held regarding a two-payment plan with a down payment for half from the Road & Bridge Special Machinery fund and financing the second half payment through Foley to be paid in 2025. Commissioner Garner moved, and commissioner Stanford seconded, to approve the purchase of the Caterpillar Motor Grader in the amount of $366,000. Motion carried 3-0.

Ryan Witt, Planning and Zoning, met with the commissioners to discuss completing a county policy regarding solar energy. A future work session will be planned to work on this.

Shannon Snyder, Health Dept. Administrator, gave an update on the flu clinics that have been held as well as current immunization numbers. She also discussed the status of the Farmworker Program and her difficulty receiving reimbursement for the vouchers that are used by persons seeking services through her department. She detailed several issues with the program. It was the consensus of the discussion to discontinue participation in the program.

Commissioner Garner moved, and Commissioner Stanford seconded, to approve the pay increase for Joel Ibarra from $19.88 to $20.88 effective 11-01-2024. Motion carried 3-0.

Judge Hipp, Lundy Settle, Judy Lyon, and Judge Walters with District Court met with the commissioners to discuss the 2024 budget for Stafford County District Court. The department is looking at a budget shortfall for the rest of the 2024 year.

Commissioner Garner moved, and Commissioner Stanford seconded, to approve the landfill fee waiver for 518 W. 4th St. in St John. Motion carried 3-0.

During the meeting, Accounts Payable vouchers and checks were signed from the following funds:
