ST. JOHN — These are the minutes from the Stafford County Board of County Commissioner meeting.

The Stafford County Board of County Commissioners met on Wednesday, May 21, in the Commission Room in the Annex. Chairman Stanford called the meeting to order at 8:30 a.m. Present: Jim Stanford, Bryce Gamer, and Todd Wycoff.

Mike Minton, Gallagher Benefits, met with the commissioners to go over 2024 year end and 2025 beginning of year statistics regarding the county health insurance plan.

Meeting recessed at 9 a.m. Meeting reconvened at 9:05 a.m.

Stafford County Hospital representatives Dr. Richard Carter, Shelby Cortez, Boyd Volker, Todd Taylor, Jo Caley, and Jeff Weaver met with the commissioners to present current financials for the hospital. The 2026 budget allocation request of $477,000 was also reviewed.

Shelby Zuniga and McKinley Phillps with Sunflower Diversified Services, presented their 2026 budget allocation request of $25,000. Discussion was held regarding details of the services provided by Sunflower.

Shannon Snyder, Health Department Director, presented her 2026 budget request. She also advised that she is still waiting for information on the state grant amounts the department will receive. There is a possibility that those funds could be cut, which would affect the health department budget.

Marshal Sanders, Rural Fire Director, presented his 2026 budget request. He went over the details of his request.

Cheryl Budge, Appraiser, brought in her 2026 budget request. She went over the changes that she is requesting for 2026.

LuAnn Brister, Register of Deeds, presented her 2026 budget request. She discussed the anticipated changes in her department in the next couple of years.

Darren Reed, Solid Waste Supervisor, presented the 2026 budget request for his department. He highlighted the changes and decrease in his request.

Misty Rudy, EMS Director, presented her 2026 budget. She discussed the details of her budget. Misty also advised that the new Medic 4 ambulance is finished and due to be delivered later this month.

Steve Potty, Nita Keenan, and Kevin Kreutzer, with the Stafford County Country Club, met with the commissioners to present their 2026 budget allocation request. They went over the activities of the golf course and the tournaments and fundraisers that are held at the course.

Patty Fensky, Soil Conservation District, brought in the budget allocation request for 2026 of $25,000. She discussed the activities and the programs that the district participates in. 

Mike Sanders. Emergency Management, presented his 2026 budget request. He also gave an update on the grant process for new emergency sirens and the progress on getting new 800 radios.

Commissioner Wycoff moved, and Commissioner Gamer seconded, to approve the minutes from the May 14 meeting. Motion carried 3-0.

Commissioner Wycoff moved, and Commissioner Garner seconded. to approve real estate tax roll abatement #2025000267 in the amount of $1,402.72. Motion carried 3-0

Ryan Witt, Planning & Zoning, advised the commission that a conditional use permit for a communications tower was denied at Monday night’s Planning & Zoning meeting.
