Stafford County Commissioners open Extension Ag Day; pass resolution allowing wireless broadband tower

ST. JOHN — These are the unapproved minutes from the Stafford County Board of County Commissioner meeting.

The Stafford County Board of County Commissioners met on Wednesday, Sept. 24 in the Commission Room in the Annex. Chairman

Garner called the meeting to order at 8:30 a.m. Present: Bryce Garner and Todd Wycoff.

Commissioner Garner recessed the meeting for 10 minutes for Chairman Stanford to give a welcome to the students attending the Extension Ag Day.

Commissioner Garner reconvened the meeting as the Stafford County Zoning Board and opened up the public comment period. Remington Smith and Kim Ellis were present for the hearing. There were no public comments. Carl Miller, Planning & Zoning, presented Resolution 2025-20 regarding Case No. SU-25-001 for a special use permit allowing STC Towers, UC to erect a 400’ communication guyed wired tower to be used by Verizon Wireless and possibly two other companies. Rob Goetz and Paul Greeley with STC Towers, LLC were also present. Following discussion, Commissioner Wycoff moved, and Commissioner Garner seconded to approve Resolution 2025-20 approving the STC Towers, LLC communication tower permit. Motion carried 3-0. The Zoning Board meeting then adjourned.

Carl then discussed the current draft of the county’s solar regulations which the commissioners had received the prior week to review. The commissioners made a couple of suggestions regarding amending the draft which will be taken to the Zoning Commission. A public hearing will be held regarding the solar regulations policy prior to the final approval of the document.

Rob Murrow, Sheriff, met with the commissioners to discuss a situation in which Stafford County was not requested to respond to an incident in a neighboring county. Rob explained that other surrounding counties were called in as they have officers who are part of the jurisdiction’s Special Response Team. At this time Stafford County does not have any officers on that Special Response Team, and that is why Stafford County was not requested to respond.

Commissioner Wycoff moved, and Commissioner Garner seconded to approve the minutes from the September 10th meeting. Motion carried 3-0.

Commissioner Garner moved, and Commissioner Wycoff seconded to approve road crossing permits #20250924A. 20250924B and 20250924C for Rama Operating Co., Inc. The crossing locations are at: SE 30th St, 80 ft west of the Intersection of SE 50th Ave and SE 30th St; SE 30th St, 70 ft north of the intersection of SE 5Oth Ave and SE 30th St; and SE 60th Ave 2, 600 ft north of the intersection of SE 60th Ave and SE 30th St. respectively. Motion carried 3-0.

Commissioner Garner moved, and Commissioner Wycoff seconded to approve agreement #93 C-5370-01 which authorizes a High Risk Rural Roads (HRRR) Project on NW 30th St west of St. John. Motion carried 3-0.

Commissioner Wycoff moved, and Commissioner Garner seconded to approve the temporary closing of a one-mile section of NW 20th St (Old Hwy 50) between NW 10th Ave and NW 20th Ave to complete a rail crossing construction project. The closing is being done at this time as all parties involved in the project are available now to get the work completed. Motion carried 3-0.
